Plymouth Utilities is a community-owned, customer-driven electric, water and wastewater utility providing electric service to the City of Plymouth and parts of 10 surrounding townships including Forest, Greenbush, Herman, Lyndon, Mitchell, Osceola, Plymouth, Rhine, Scott and Sheboygan Falls. Water and wastewater service is provided to the City of Plymouth.

Local ownership has allowed Plymouth Utilities to furnish electric energy at rates that are substantially lower than the average rates in the state of Wisconsin. Plymouth Utilities is a member-owner of WPPI Energy. WPPI Energy is a regional power company which is owned by 51 customer-owned electric utilities established for the purpose of achieving economies of scale in acquisition of power and related resources. Through this association, Plymouth Utilities is able to acquire power supply expertise and negotiating strength that would be difficult to obtain individually.

To ensure reliability of service, Plymouth Utilities operates a supervisory control and data acquisition (SCADA) system to monitor distribution and transmission conditions. During abnormal situations and storms, this system allows Plymouth Utilities to react quickly to provide emergency services and minimize outages.

Local ownership means local control and responsiveness to the needs of the customers. A municipal utility does not need to make a profit for shareholders. The only financial mission of Plymouth Utilities is to cover operating costs and expenses plus a small return for capital improvements. This means better service and lower rates for the customers.
